轉知教育部「青年百億海外圓夢基金計畫」116年度第二梯次圓夢機會開發，請有意提案單位依限辦理。
一、依教育部115年5月21日臺教授青字第1150000230C號函辦理。
二、旨揭計畫為國家級青年人才培育計畫，期能結合相關單位資源及力量，共同合作積極開發青年所需及與國家永續發展相符之各類高品質圓夢機會。
三、第二梯次請持續開發適宜之國際組織、機關（構），並與該組織、機關（構）訂定合作計畫，提供若干青年圓夢名額。
四、有意提案單位請依附件「圓夢機會開發原則」及「海外翱翔組－圓夢機會實施計畫」格式辦理，並於115年10月15日（星期四）前自行將合作計畫寄送至教育部指定信箱：twpathfinders@gmail.com（免備文）。
五、第二梯次預定於116年2月18日至3月18日開放青年報名，116年7月起啟程，並須於117年2月29日前返國。

This announcement is made in accordance with the Ministry of Education Letter No. 臺教授青字第1150000230C, dated May 21, 2026.
The program is a national-level youth talent development initiative that aims to integrate resources and expertise from various sectors to develop diverse, high-quality overseas opportunities aligned with the needs of young people and the Sustainable Development Goals. Through these opportunities, the program seeks to support young people in pursuing and realizing their aspirations while enhancing Taiwan’s national competitiveness and international engagement.
For the second round, interested units are encouraged to identify suitable international organizations, institutions, or agencies, establish collaborative arrangements with them, and develop overseas programs offering opportunities for young participants.
Interested units should prepare their proposals in accordance with the attached “Guidelines for Developing Dream Opportunities” (圓夢機會開發原則) and “Overseas Exploration Track – Dream Opportunity Implementation Plan” (海外翱翔組－圓夢機會實施計畫). Completed proposals should be submitted directly by the proposing unit to the Ministry of Education at twpathfinders@gmail.com by Thursday, October 15, 2026. No official cover letter is required.
Applications from young participants for the second-round programs are tentatively scheduled to open from February 18 to March 18, 2027. Selected programs are expected to commence from July 2027, and all participants must return to Taiwan no later than February 29, 2028.
