立法院第11屆第4會期第14次會議修正道路交通管理處罰條例第31條之1、第86條及第90條條文時，通過1項附帶決議：
駕駛人騎乘機車或行駛汽車時抽菸，煙霧與煙灰隨風四散，常致影響後方用路人視線與呼吸，增加交通事故風險，更可能衍伸隨手丟棄煙蒂之環境汙染及二手菸危害情形，故將提高罰款為1200元。
When the Legislative Yuan amended Articles 31-1, 86, and 90 of the Road Traffic Management and Penalty Act at its 14th meeting of the 4th session of the 11th Legislative Yuan, it passed a supplementary resolution:
When drivers smoke while riding motorcycles or driving cars, the smoke and ash are dispersed by the wind, often affecting the vision and breathing of pedestrians behind, increasing the risk of traffic accidents, and may also lead to environmental pollution from littering cigarette butts and the harm of secondhand smoke. Therefore, the fine will be increased to NT$1,200.
